The Grappling Hook in Dying Light 2 Staying Human is unlocked when you reach the Level 4 story mission 'Broadcast' which involves scaling to the top of the VNC Tower, the tallest tower in the Central Loop. Before you can do so you will need to get access to the Grappling Hook which you will find embedded on the wall when Frank, the former Nightrunner chief leads you to the elevator shaft.
To begin with you will only be able to use the Grappling Hook to swing at a fixed distance from objects. In order to upgrade its capabilities you need to talk to any Craftmaster in the city. Once you have found a Craftsmaster switch to the 'Upgrade' tab and then select the Grappling Hook under 'Nightrunner Tools'. The cost of upgrading the Grappling Hook blueprint is 2000 Old World Money and 2 Military Tech. Upgrading the Grappling Hook will enable you to pull yourself towards the ledge you have grappled onto.
