Hidden Conditions

• Defeat all Saibamen
• Defeat Raditz

Talk to Trunks. He'll suggest passing through a gate. Lock on to the only gate in the area then press Circle to move to the next area it's connected to.

Once you've reached the mountain area, press the left Dpad to search. Though you don't really need the Scouter to use this function, you can equip it if you want. There are three material items hidden in the Mountain area. Finding them all will unlock the Wasteland gate. Go through the Wasteland Gate.

In the Wasteland, you have to defeat the Saibamen that will appear. There are three of them but they'll appear in two batches. After taking them out, Raditz will appear. Take note that your health bar will remain as is so heal if necessary. Defeating Raditz will complete the mission.
